Just as a side note if the school is private/semi-private like St Philippe you don't need to register with the marie first - at least I know people who didn't need to.

For maternelle and primary schools you must first go to the local mairie and register and they check that your address is in the right catchment area. The schools themselves close in a week and it would be better to do all the paperwork before, but you can also do this at any time before and in September via the marie.  If you live in the right place you will be given a place in the maternelle for moyen section unless it is absolutely choc a bloc in which case you may either have to wait until next year or be put into another maternelle in a different area if you insist on your child being schooled. With all luck there will still be a place.

There is no nursery (garderie) around the Cap. Two maternelle schools - Ecole du Cap and St Philippe (near the Pinede in Juan les Pins). Registration for September happened at Christmas but you may still get a place - go now - they will be closed for the summer soon.
