Can't really help you on that!  To make sure, you should go to the mairie of the piece of land you mention and check the "cadastre" to find out who owns what.

Thanks for your reply.

Simply by way of an example, in the case of a property that I am currently looking at, the houses were built some time ago - I don't have an exact date but based on the style and the development of the gardens I guess at least 5 years ago and probably 10 years plus.

There is no indication that any additional properties will be built and the end of the road terminates at a point where the hillside is so steep that it seems highly unlikely that there will be further development.

My main concern is with respect to Title over the land.  In France, in an "Estate" or a "Development" who own Title to the land?

It means a zone or an area where there's a plan to build several estates,  and where, at present, there is nothing built.  A good example, if you want, is a zone on the penetrante between Cagnes and Vence where there's already a Casino - Terrazur - and where they will have a "development" including shops, etc...
