So Free and SFR work similarly to BT in the UK, BT Broadband customers get access to BT openzone wifi all over the UK.
Would one out weigh the other marginally ?

Yeah everything like that exists in France. We probably have more choice than you are used to in the UK. However that doesn't mean that the prices are great. Until very recently there has been little real competition as the operators have all been "cul et chemise". Prepaid data for example has fairly low caps. Although re-paid 3G data does often give rights to that operator's public WiFi hotspots, the question becomes "how common are the hotspots?"
Free have recently announced a pretty good deal for mobile phones with 3GB of data/month included. So you might like to look at that. They will soon be announcing data-only SIMs so expect cut-throat pricing there too.
In terms of general availability of public WiFi hotspots to preserve your 3G quota, if you are in any city centre, you'll probably see as many public hotspots from Free as you might from SFR. Orange is distant third as they haven't figured this out with their DeadBox whereas Free and SFR both have pretty snazzy boxes that radiate public hotspots from every home.
