It's a bit harsh to judge this as "a deliberate attempt to sponge the system."   The person may be moving to France for other reasons than to obtain medical treatment.  If he or she is contributing to the economy, then s/he is entitled to medical treatment, like the rest of us.

I think having cancer and anaemia is equally bad wherever you live. Or do you mean what are your friend's chances of getting free health care? If your friend is EU national, then s/he should be able to get care under the excellent French system, though they are going to ask some tough questions when s/he goes for the income assessment interview as they will probably not take kindly to a deliberate attempt to sponge the system.
