Rental increases/renewals?

Depends what you mean precisely by the term "renew".

If it is a multi-year lease without claause for price increase (would surprise me greatly), then there is no price increase during the term.

If it is a short term lease that did not foresee a price increase and you are running into an automatic renewal ("tacite réconduction") then there is nothing to stop the terms being negotiated by either party - in which case, given rental situation here, you'd be lucky to get away with an increase as small as that covered by the Government index.  I'd expect the owner to go for more BUT it depends if he has already allowed you to run into the tacite réconduction without giving you prior notice of increase which is a legal necessity.

Re: Payment of fees.  This is negotiable.  Usual practice is 50/50 for that sort of thing - like for the etat des lieux.
