You should tell your brother to go to the nearest Chambre de Commerce and try enrolling as a satellite installer using a Microentreprise.  There are limitations with regard to how much you can bill in one year but if you go over the limit you just come under the normal 'real' system.  But if they take your enrolment then you get a Siret and everything.  After which all you need is some kind of professional indemnity insurance (contact a local broker/insurance agent) and.... bob's your uncle.  This is the easiest way (I think) to ease into the French system.  Your brother will end up with all the necessary documentation (including a Carte Vitale) and if he needs to do a course the Chambre will tell him at the get go.  It tends to cut through a lot of running around from one office to another.  The MicroEntreprise covers you everywhere you need to be covered and allows you to start business.  After which you try and make money and (if necessary) change the business set up.  This way it's quick, doesn't cost a lot of money, you don't need an accountant and there is very little accountancy to be taken care of.  Good luck.

...thats as in installing domestic satallites not military ones (just in case anyone in the SW is alarmed!)helena
