My dad is here on the Cote and has an Orange mobile phone with a pay-as-you call rechargable chip thing. If I buy him a standard recharge scratch-card in a tabac will it work; 1) here and 2) when he goes home to the UK. Do I sound dumb? I always had a subscription, don't know much about these scratch cards I'm afraid, and he is 84 and doesn't know much about anything.............

Orange phones from the UK are SIM locked which means that another SIM card will not work.  As a point of interest, BT Cellnet/02 phones are not SIM locked.

You can have them unlocked by some cellphone shops - in the UK it costs about GBP 15.  I daresay if you asked around here you could find someone who would do it.  It requires some software, a cable, and a little knowhow.  It is not illegal to do this - technically however it might be a breach of contract.
