Hi we have air con and live in an apartment. As long as the outside extractor is hidden, there are no objections by the co proprietaires. Alternatively one could try and ask for permission of the syndic. Have none of the neighbours got one?

You MUST extract the heat to the outside for air conditioning. 

Only alternative is an evaporative cooler. But an evaporative cooler only works well if the air is dry. Often when it is hot here, the humidity is high and so an evaporative cooler will not work.

I suggest you look at getting a good fan - perhaps a ceiling fan?
