We have got some very good wood in Italy, although not for flooring.  But we have seen some nice stuff that is intended for floors.

You need to go on a hunting trip.  There are some legna places going inland in the Niera valley, (on a bit from Vintimillia & then go inland).  Also if you go north past Limone, around Borgo & Cuneo, there are many sawmills.  They all have different machinery so you need to go in & ask.  Prices & quality are well worth the trip.

Good luck

You are better off contacting a professional carpenter. As they by wood and know all the places. Italy won't be cheaper, you will only get discounts through a person who knows somone. Try castorama if you want off the shelf wooden floors cheap or leroy merlin.
