Thank you so much for the replies,,someone has come and fixed the problem early this morning... Finally we have the hot water ready for the coming winter..

Is it gas powered ? If so, check that your gas is switched on, and that GDF hasn't switched your gas off further down the pipe because the previous people closed their account.

Is this a hot water boiler only?

In France it's normally connected to your fuse box if you are on heures creuses (certain times cheap electiricty).  There will be a switch there 'marche automatique, marche manuelle, arrête'.  There isn't usually an on/off switch for the hot water boiler itself.

The previous owners almost certainly switched it to arrête.  See if you can find this and switch it to marche manuelle.  After that, switch it to marche automatique and your water heater will automatically heat during the heures creuses.

Incidentally, there is a facility to reduce the temperature of the water during the summer months and increase during the winter - this is on the boiler itself.
