Thank you very much indeed and for such a swift reply. You kindly ask what kind of problems are we having - well, we ordered 'phone, internet, TV package from SFR nearly 10 weeks ago and the land-line has never worked. Admittedly we had to have the line activated - they sent France Telecom (FT) to do this. After endless calls from engineers and customer services people all asking the same questions they've eventually sent an engineer out who says the fault lies with FT. Finally we waited for an SFR engineer to come on Monday who was meant to liaise with a FT engineer, instead of which we had a call to say the FT engineer needs a team and can't do it on his own, so we need to wait again! And so it goes on! We have composed a letter to SFR and thought that a mention of a French equivalent of Ofcom might spur them into action!!! That is why I am so grateful for your reply, unless of course you have a better idea? Sorry if this is lengthy reply, but it's been a long story!! Thanks again and very best wishes! What a wonderful service this is!

The regulator is ARCEP. The details on how to contact them is here: http://www.arcep.fr/index.php?id=2211&L=1.

There is also http://www.telecom-infoconso.fr/ which is run by ARCEP, and may be more along the lines of what you're looking for.

What kind of problems are you having?
