What you have seen is the Olive Fly (or perhaps more like a moth). It lays eggs inside an olive which develops into a grub. When the olives drop, the grub can find its way into the earth and so the cycle begins again and it become a fly for the following year. The only way I have seen to control these pests is a chemical lure (pheromone) which is suppose to attract this fly and trap it. These plastic lures hang in the trees and cannot be accessed by domestic pests. Shops such as Gamm Vert stock these products, and possibly the garden centres too. We tried this years ago and did not seem to have much success. Our olives are harvested for their oil rather than for the table, so grubs are not considered so much of a problem. Good luck.
