You won't be able to see a thing without paying. When I was down here 20 years ago, you could still take your picnic and sit on the rock and see a small section of it for free. But when we started living here permanently last year, we tried to do the same and they have cut off every possible way of seeing the race for free (well, there was some bar/cafe on the rock where you could just about see a tiny section, but of course you had to buy your drinks and the majority of tables had no view whatsoever).

You can walk around and soak up the atmosphere, but most of Monaco is cut off. You'll be able to hear the cars off course.

If you don't want to buy a ticket, I'd find a decent bar in Nice (or similar) with a big telly and lots of Grand Prix fans. I think you'll get as much enjoyment from that, without having to fight your way to and from the railway station.
